SAN BERNARDINO — NOVEMBER 5, 2026. San Bernardino County Children and Family Services has received approval to create a five-member governing board for its Welcome Center, a program intended to provide short-term care and supervision for children who need transitional shelter care.
What the board will oversee
Supervisors adopted bylaws and approved oversight responsibilities that include facility policies, operating budgets, emergency plans and compliance with California’s licensing requirements. The governing board will include Children and Family Services leaders alongside representatives of Behavioral Health and Human Services.
What the center is—and is not
County officials describe the Welcome Center as a licensed transitional-care facility. It is not a general hotel-style shelter or a public drop-in childcare service. Children needing emergency placement can have different legal and care arrangements, so the county’s child welfare staff determines access and the appropriate setting.
Why governance matters
Short-term placements involve sensitive questions: children’s safety, staff qualifications, emergency preparedness, communication with families and coordination with longer-term services. The new governing structure creates an identifiable group responsible for oversight, although the county’s announcement does not report inspection results, a new building opening date or a change in the number of children served.
