SAN BERNARDINO, San Bernardino County — October 23, 2026. A trip to a single ‘City Hall’ address can send residents to the wrong counter. San Bernardino’s official City Office Move guide explains that city departments relocated from City Hall after structural assessments identified serious earthquake-safety concerns. Services now operate at several sites, with different counters and opening hours.

Which offices are at Vanir Tower?

The city lists the Mayor’s Office, City Council Office, City Manager, Finance and Human Resources at 290 North D Street. Its City Information Center on the street level provides general guidance and check-in for certain appointments. The city’s main information number is 909-998-2000.

Where are permits and City Clerk services?

At 201 North E Street, municipal services are divided between different parts of the building. The northern three-story section houses Community and Economic Development, Code Enforcement, Information Technology and Public Works; the south single-story section includes the City Clerk’s Office, Business Registration and Parks and Recreation. The City Clerk lists telephone 909-998-2680. For Public Works engineering and right-of-way permits, the city’s Engineering Division describes an in-person permit counter and a permit-lookup process. Do not assume a building permit and street encroachment permit use the same application procedure.

Police and water customer service are elsewhere

The city’s Police Department identifies 710 North D Street as its location. For utility customers, the city’s office-location guide lists the Water Department customer service office at 1350 South E Street. A visitor addressing a water account issue should confirm the correct department, phone number and accepted payment method before traveling.

When are the counters open?

The move guide says general city office hours are Monday–Thursday 7:30 a.m.–5:30 p.m. and Friday 7:30 a.m.–4:30 p.m.; counter services and individual departments can have shorter or different hours. Because department access and appointments vary, call or consult the city’s current office directory first.

Reporting potholes, downed trees or other issues

The SB Access virtual city hall lets residents search by common issue such as potholes, trees and flooding, which may be more effective than visiting the wrong office. Emergency situations should be reported through appropriate emergency services rather than a routine online service request.
